Empowerment of Migrant Workers and Good Governance

Introduction

Western Orissa specially some pockets of Boudh and Bolangir are migration prone area .People   from the particular area move to different States in search of livelihood .A major portion go to brick Klin of Andhrapradesh and Chennai .Youth migration in search of better livelihood is also a matter of concern .Migration can be said as the best coping mechanism as long as corruption, exploitation, atrocities, injustice are not associated with it. But most of the time people suffer due to lack of proper information   , knowledge both at source and destination level. Keeping all these things in mind, Youth Council for development Alternatives (YCDA) has started the initiative on migration issues through the project called “Empowerment of Migrant Workers for sustainable Livelihood and Good Governance”, in Partnership with Sir Dorabji Tata Trust  , Mumbai and technical support from Aajeevikab Bureau .The project started  in February 2010.

Target Group

The interventions would focus on the needs and plans of the following vulnerable sections:

  • Migrant workers
  • Dropout children and Adolescent Youth
  • Old age people

Specific Objectives

Following specific objective will be achieved during the projects period;

  • Develop capacity of the migrant workers on various migration related issues , like occupational and sexual health, financial literacy and various social security measures  to facilitate their developments plans and empower them to advocate for their own entitlements.
  • Facilitate the migrant workers in building their own association   in cluster level as a pressure group to campaign for social, cultural, civil and political rights.
  • Capacity building of elected  panchayat  representatives and government departments on the issues related to Migration and their entitlements
  • Capacity building  of  rural literate youth on various market oriented skills
  • Establish network and contacts at destination level with various stakeholders to develop a mechanism to work closely with them.

  • Provide Vocational training to potential rural literate youth.
  • Initiate school linking programme/ community based rehabilitation for migrant’s children.

A Event on “Why Family Matters:


Why Family Matters” Programme has been organized by YCDA in collaboration with Unicef, Odisha at Hotel Bhamars on 31st January 2019.The objective of the programme was to sensitize to the community stakeholders on why family matters for every child and what are the various options available in the ICPS and JJ system. Around 120 participants from District administration & govt.officials including District sub collector Mr. Bhairab sing Patel, DCPU,CWC,JJB & CCIs and understand the concept that for every child family matters and to prepare them for the sponsorship in family based care.

State Level Consultation on Standards of Care in CCIs:


A State level consultation on standards of care in CCIs was conducted on 29th January 2019 at the Hotel Suryansh . around 65 participants i.e CWCs, DCPUs & CCI personnel have been participated & oriented from Odisha..Mr Harihar Naik ,Mem OSCPCR participated in the programme as a chief guest to prioritize the thoughts of up calling the standards of care in CCIs of Odisha. As technical support the national eminent Ms. Priti Pattkar and Ms. Madhumita Dash Consultant W&CD facilitated the programme.

State Level Workshop on De-institutionalization & Transition:


A State Level Workshop on De-institutionalization & Transition has been organized in collaboration with W&CD and Unicef on 28th January 2019 at Hotel Kalinga Ashok. Around 80 CWC chairpersons & DCPUs staffs has been participated in the programme & got aware on the De-institutionalization and transition. The national eminent Ms. Nina Nayak , former chair person KSCPCR and Ms Anu Garg, Principal secretary W&CD , Dr. Monika Oldedzka Nielsen, Unicef Chief field office & Mr Rajendra Meher, Convenor YCDA-Resource Centre were facilitated the programme.

District Level Launching of Agriculture Production Cluster:


District level Launching of Agriculture Production Cluster Project, of Kantamal, has been organized at, New Collectorate Conference Hall Boudh on 8th Feb.2019 with the Chairmanship of Collector, Boudh.

Health Camps:


25 Health Camps has been organized at Boudh , Sonepur & Balangir in collaboration with Health Department in the month of October-2018 to January-2019 . With the support of L & T Financial services & SEWA Bharat, 6173 beneficiaries from 85 villages received free health check up & medicine services. The objective of the camps is to building awareness and health facilities amongst the poor peoples.

Convergence Meeting with Stakeholders on Migrants issues:


Convergence week meeting was organized at Block Conference Hall, Khariar by YCDA where Block level line department such as Block executive officers, BPM, AAO of agriculture department, PEOs and Sarpanchs participated and migrants issues have been discussed with action plan

Training Programme for Migrant SHG Members:


Training Programme was organized for Migrant SHG members on trade specific i.e Commercial Organic Vegetable Cultivation & Marketing, Commercial Mushroom Cultivation, Country Bird Rearing & Homemade Agarbati Rolling & Marketing for 30 SHG members in each trade in the month of Dec.2018 with the support of NABARD & SBIRSETI, Balangir

Inauguration of Seasonal Hostel:


2 Nos. of Seasonal Hostels was inaugurated on 1st & 2nd December 2018 by YCDA initiative where 68 school going children of migrants households have been enrolled.

Internal Examination for Adult Learners :


Conducted Internal Examination for 19862 numbers of target adult learners through 300 ALP centres and 18,236 learners have qualified in the examination for the fourth batch of ALP.

Teachers Training on CSE:


On 3rd& 4th November, the 2nd Phase Teachers training has been organized. 25 nos. of participants i.e School teachers,CRCCs & Peer Educators from 4 Respective Gram Panchayat of 8 Upper Primary School has been participated in the training programme. The main objective of the training programme was to build capacity of teachers to conduct CSE Classes on chapter 9 to 16.

Class room observations:


In 8 schools, Classroom observation of Mo Katha Mo Kahani was conducted during the month of October & November in 8 schools during the running of Sessions 7 or 8. The Classroom observation was observed by the CRCCs, School Hms & YCDA Staffs. The purpose of the exercise is to ensure quality classes and to support the teachers by giving them feedback to improve skills to conduct CSE classes effectively.

Post KAP of 1st Phase & Pre KAP of 2nd Phase curriculum with School Children:-


In the month of November, the Post KAP of 1st phase & Pre KAP of 2nd Phase has been conducted in 8 piloted schools. The part one of Mo Katha Mo Kahani curriculum has been finished successfully where 854 adolescents pre and post KAP done.
